Environmental mandate reform

摘要

America's current system of establishing environmental mandates treats the concepts of a healthy environment and a strong economy as if they are mutually exclusive. Certainly a cheap, reliable source of domestic energy does not appear to be a high priority. A balance must be returned to the system by improving the governmental processes of risk assessment, risk management, and risk mitigation.
