Computer Based Training for Emission Inventory Staff

The U.S. Environmental Protection Agency (EPA) Emission Factor and Inventory Group (EFIG) of the Office of Air Quality Planning and Standards (OAQPS) is preparing an emission inventory computer based training (CBT) CD-ROM designed to help state and local agencies prepare quality emission inventories. The CBT CD-ROM is a step toward ensuring availability and consistent use of the described emission estimation methods, and thereby improving the overall quality of the inventories. Due to the important role that emission inventories play in determining regulatory and economic strategies for reducing air pollution, the importance of conducting a quality inventory cannot be overemphasized. The emission inventory CBT CD-ROM is an interactive multimedia product designed to help state and local agencies prepare quality emission inventories using recommended methods from the EPA and the Emission Inventory Improvement Program (EIIP). The CD-ROM provides an introductory level training course for the emission inventory process, and uses a combination of information, examples, data, and pictorial learning resources to make each lesson interesting. The lessons cover the six primary inventory procedures: inventory planning, data collection, emission estimation methods, data management and inventory documentation, quality assurance/quality control, and data reporting and transfer. The course may be used for reviewing inventory concepts, learning methods or as resource reference. Reference information, such as the Clean Air Act Amendments or inventory guidance documents, will be easily accessible throughout the course either as "hot links" to resources located on the CD or as web links to appropriate sources on the World Wide Web. Interactive quizzes that test the student's understanding of the subject will also be included with each lesson. The course is being developed with Asymetrix ToolBook II Instructor~(~R) 6.1. This paper describes the process and the status for developing the CBT CD-ROM.
