Shell has moved to an open resources and global consultancyrnmarket to deploy staff worldwide, this new concept for thernbusiness has raised challenges in the management of skillrnpools. It requires a re-evaluation of the HSE Skills portfolio,rnstaff competency assessment methodology, Skill Gaprnidentification and Development/Deployment strategy.rnIt needs new criteria for decision-making: which balances thernindividual development needs (Value Proposition) and thernshort and long-term business requirements. The HSE skillrnpools while smaller than the geo-scientists and engineers isrnaffected in the same way.rnWe have been required to balance short-term staffrnrequirements with long-term needs in a free market and openrnresourcing framework.rnAlong the way, we have been faced with challenges such as:rn?? Difficulty in the introduction of New Ways of Workingrne.g. Global HSE Skill Forum concepts, convincing staffrnof the benefits sharing and communicating via a GlobalrnInterest Networkrn1. Resource constraints to work HSE global issuesrn2. Communication to achieve standardisation between otherrnSkill ForarnIn this paper/presentation we discuss the challenges and thernway forward to manage the HSE Global Skill Pool.
