Community Based HSE Projects-Eni NAOC Contribution to Niger Delta Development

Description of the PaperCommunity based HSE project is a new strategic approachin Eni-NAOC (Ente Nationale Idrocarburi - Nigerian Agip OilCompany) activities to address host community issues andachieve beneficial goals in the Niger Delta.Eni-NAOC main community based projects are numerous.The following have been chosen for this paper:? Kalabile-Ama mangrove rehabilitation? Gas Master Plan? Okpai Power Plant? Green River? Cottage Hospital OlogoamaThese projects are multi sector related and provideintegrated benefits to stakeholders participating to theinitiatives.ApplicationTo demonstrate that, through carefully planned communitybased projects, NAOC has improved the HSE aspectsconnected to the operational activities and the relationshipwith the stakeholders.ResultsThe paper provides an in depth description and analysis ofthe major community projects developed and the relatedoutcomes:? Environmental risk mitigation and protection? Technology transfer and host community economicempowerment ? Improvement in living conditions, public health &hygieneEnvironmental risk mitigation and protection:conservation of natural resources through reforestation, landdevelopment practices, utilization of gas and reduction ofwasteful flaring and GHG (Greenhouse Gas) emissions.Technology transfer and host community economicempowerment: skills acquisition and transfer of basictechnology at the grassroots through direct training andapprenticship and agric extension services, provision ofgainful employment opportunities, with the beneficial rewardsof sustainable development, reduction in rural-urbanmigration, reduction in host community hostility towardscompany, reduction in conflicts and activity disruption.Improvement in living conditions, public health &hygiene: access to clean water and air, improvement in foodavailability and quality; access to health care, improvement inliving conditions, availability of basic housing.ObservationsAwareness campaigns and human resource developmentare the necessary ingredients for the successfulimplementation of HSE Community based Projects in NigerDelta operational environment.ConclusionsStrategic HSE projects that are community based arepositively impacting on the business environment and areincreasingly being solicited and supported by hoststakeholders, Governments and Civil Institutions.Eni-NAOC has improved the HSE aspects relating tooperational activities; such improvement has led to a betteroperational environment and better living conditions in thehost communities and of the peoples, and a consequentialbeneficial improvement in the relationship with stakeholders.
