Cloud-to-ground (CG) lightning is a major safety hazard. As stated previously by Curran et a. (1995) and Holle et al. (1999), lightning ranks only second (behind floods) as a cause of weather-related fatalities. In the United States, lightning strikes were responsible for an average of 93 fatalities and 257 injuries per year that were reported in the National Oceanic and Atmospheric Administration's Storm Data between 1959 and 1990 (Lopez and Holle, 1996). The beginning and ending portions of storms were found to be critical times for these casualties (Holle et al., 1992) because people often do not take shelter early enough or they perceive the lightning threat to end too soon (Holle et al. 1999).
