ASSIGNING PRIORITIES TO STRATEGIC ACTION PLANS USING THE BALANCED SCORECARD AND THE ANALITIC NETWORK PROCESS

This paper describes a method to assign priorities to strategic action plans using the Balanced Scorecard (BSC) and the Analytic Network Planning (ANP). A strategic map is obtained by defining strategic objectives and connecting them in a cause-effect relationship. The strategic objectives are obtained from the vision and strategy of the company. This work proposes to define action plans from the strategic objectives and then by assigning priorities to them using ANP. In this way five clusters are defining: (a) Financial Cluster, (b) Customers Cluster, (c) Internal Processes Cluster, (d) Learning and Development Cluster and (e) Strategic Action Plans Cluster. The components of the first four clusters are the corresponding strategic objectives and the components of the fifth cluster are the individual action plans. The priority of each strategic action plan is obtained using the techniques provided by ANP. The main contribution of this work is that action plans are prioritized using a quantitative technique. The method developed is illustrated using the case of a company that delivers and maintains medical equipment.
