The Government of Saudi Arabia established the Royal Commission of Yanbu "RCY," with a mandate to develop and oversee the construction of a giant, state of the art industrial city in Yanbu. The "RCY," has been keen to study design and implement the all-important project at high quality. Therefore, it mandated its consultants and contractors to implement the highest international standards, to reflect the commitment to develop a leading industrial city. It has also encouraged the use of Value Engineering, "VE," to ensure the proper design of the projects and without technical or financial problems.
