Following the failure of 44 Progress (44P) on launch inrnAugust 2011, and the subsequent grounding of allrnRussian Soyuz rocket based launches, the InternationalrnSpace Station (ISS) ground teams engaged in an effortrnto determine how long the ISS could remain crewed,rnwhat would be required to safely configure the ISS forrndecrewing, and what would be required to recrew thernISS upon resumption of Soyuz rocket launches ifrndecrewing became necessary. This White Paper wasrnwritten to capture the processes and lessons learnedrnfrom real-time time events and to provide a referencernand training document for ISS Program teams in thernevent decrewing of the ISS is needed.rnThrough coordination meetings and assessments, teamsrnidentified six decrewing priorities for ground and crewrnoperations. These priorities were integrated along withrnpreflight priorities through the Increment re-planningrnprocess. Additionally, the teams reviewed, updated, andrnimplemented changes to the governing documentationrnfor the configuration of the ISS for a contingencyrndecrewing event. Steps were taken to identify criticalrnitems for disposal prior to decrewing, as well asrnidentifying the required items to be strategically stagedrnor flown with the astronauts and cosmonauts who wouldrneventually recrew the ISS.rnAfter the successful launches and dockings of both 45Prnand 28 Soyuz (28S), the decrewing team transitioned tornfinalizing and publishing the documentation forrnstandardizing the decrewing flight rules. With therncontinued launching of crews and cargo to the ISS,rnutilization and science is again a high priority; bothrnIncrement pairs 29 and 30, and Increment 31 and 32rnreaching the milestone of at least 35 hours per weekrnaverage utilization.
