European projects - an interdisciplinary field of expertise for the regional development

The general objective of the paper is to analyze the degree in which the multi-level expertise required by European project implementation contributes to the increase of the qualitative level in creating regional development. The matter is approached in an interdisciplinary manner due to the fact that the activities implied by the European projects developed imply expertise from different fields such as project management at a more complex level, marketing subjects, not only market research but also dissemination aspects and above all, European finances. This last field is a key because in order to create truly regional development a basic knowledge of the source of funding and the understanding of structural funds and their objectives is required. The issues debated in this article are aiming at explaining low quality implementation level often occurs in using these funds. The methodology used in this paper consists of four steps. Firstly, a brief introduction of the source of the European financing is made in order to explain in further the aims of the structural funds. Secondly, the authors created a structure of an European project that can be consider common for all projects in order to create a basic structure for the analysis. Third, A case study is made on a European project in order to emphasize the connection between its key elements and the reasoning of its implementation for pursuing the regional development. Last, the conclusions aim at summarizing main aspects of the study and stress the main steps in creating regional development through European project implementation.
