The Nuclear Waste Management Organization of Japan (NUMO) developed a set of interim "Siting Factors (SFs)" tornguide choice of preliminary investigation areas (PIAs) of HLW disposal. A call for municipalities to volunteer PIAs wasrninitiated which published SFs in December 2002 as the first stage of a stepwise site selection procedure. This paperrndescribes the way that SFs were developed and the outlines of the results.
