Energy issue is one of the biggest issues in this 21st century. So many efforts have been done to ensure the sustainability of energy supply by changing the contribution of oil fuel with renewable energy resources. For a country with a big area of sea, one of the prospective ocean energy resources to be developed is ocean thermal energy [1]. Based on study obtained by National Energy Council of Indonesia [2], the most practically reliable and potential ocean energy resource to be developed is ocean thermal. However, to build a commercial OTEC power plant is very costly and considered very risky due to lack of knowledge and experience.
