Development of airport environmental policies - focusing on noise issues for Taiwanese airports

Aircraft noise nuisance suffered by local residents has long been a sensitive issue with highlevelrnnational recognition, especially in Taiwan, which has nine airports on the main islandrnand seven on remote islands; of which six are of joint civil-military use. The Taiwan CivilrnAeronautics Administration (CAA) have already applied various noise managementrnmeasures such as a noise insulation scheme, a feedback system from airport landingrncharges and a noise monitoring system. This paper describes a new integrated noisernmanagement system using a top-down approach that the CAA is currently elaborating. Anrnairport environmental policy is first developed for different types of airport, eachrncategorized by its traffic volume and the population annoyed by noise. Potential resourcesrnof airports and their operating characteristics are then investigated. Quantifiablernenvironmental objectives with noise indices are developed for the coming years. Finallyrnpractical noise mitigation measures and action plans are defined.
