MPCA Culture Enhancement Program Development and Implementation – One ofthe Main Elements of MPCA Sustainability

The recent decade witnessed significant modifications in the Russian nuclear materialrnprotection control and accounting (MPC&A) practices. In compliance with the regulatoryrndocumentation requirements the Russian nuclear facilities with direct involvement of the USrnNational Laboratories upgraded the existing MPC&A systems. At present a transition fromrnthe system upgrades stage to the sustainability stage has started. Strong MPC&A culture isrnone of the necessary conditions for ensuring MPC&A sustainabilityrnThe MPC&A Culture Project Team, established under the RF-US MPC&A cooperativernprogram, has developed the fundamental aspects of the Nuclear Facility MPC&A CulturernEnhancement Program and continues to evolve this program to meet various nuclear facilityrnneeds. An individual MPC&A Culture Enhancement Program should be developed at eachrnnuclear facility, but at the same time, these individual programs shall pursue a common goal.rnIn order to ensure that the needs of the Rosatom complex were met, it was agreed that thernNuclear Facility MPC&A Culture Enhancement Program Development and ImplementationrnConcept document would be written and designed to be used as a tool for developing andrnimplementing the Rosatom Program. The Concept document allows for a common conceptualrnapproach with consideration for individual facility programs. Thus, Rosatom with thernsupport and direct involvement of the US Department of Energy developed the Conceptrndocument on MPC&A Culture Enhancement Program Development and Implementation atrnRosatom Facilities.rnThis presentation addresses the main provisions of this Concept document and discussesrnthe importance of the MPC&A Culture Enhancement Program as a major element inrnMPC&A system sustainability at the Rosatom nuclear facilities.
