IP Flow Mobility (IFOM) is a feature defined in the 3GPPrnstandards. In this paper we propose a ConvergedrnGateway (CGW) which enables IFOM to performrnseamless offload from licensed spectrum to unlicensedrnspectrum. The IFOM functionality within the CGW takesrninto account the current conditions, rules provisionedrnfrom the Evolved Packet Core (EPC) network and localrnadministrator rules that are merged with the rulesrnprovisioned from the core network. The CGW willrnmanage IP Flows from their inception until their end. Itrnwill decide the optimal link to use for the delivery of datarnto an end-user device. Routing rules are used to decidernthe initial access assignment of an IP Flow. Once an IPrnFlow has been identified by Deep Packet Inspectionrn(DPI), it will be placed on the access according to its typernand the rule for that type. Periodically, the CGW willrnperform load balancing and handling link-down scenariosrnto most effectively utilize the links. We then show a fewrnexamples based on a set of rules and flow types.
