On Tuesday, October 22, 1996, the Kansas City, Missouri metropolitan area was hit by a surprise winter storm dumping upwards of 6.5-inches of snow across the area, which caused extensive tree damage. Luckily, other than the massive power outages, the only substantial damage was a large number of tree branches with their leaves still on, broken off from trees on public and private property. In many people's recollection, this was the most wood waste debris that the metropolitan Kansas City area's public works departments had to deal with. Municipalities across the metro area were faced with the daunting task of cleaning up the debris. This case study summarizes the time, effort, and methods the various municipalities employed to clean-up the mess. The use of both public and private forces, the various disposal/processing methods, and the various methods of involving the general public are examined to share the lessons learned with other solid waste managers.
