Guam pleaded yesterday with the Supreme Court to put the United States on the hook for a multimillion-dollar cleanup of a waste dump created by the Navy during World War II. The nation's highest bench agreed last month to consider Guam's claims that the U.S. government holds some financial responsibility for the $160 million cleanup of the Ordot Landfill under the Comprehensive Environmental Response, Compensation and Liability Act, or Superfund law.
