Retrofitting drainage facilities for water quality

Stormwater professionals around the country are grappling with questions on how to improve the quality of stormwater discharges at a reasonable price. is retrofitting flood control detention ponds the answer? This quaestion must at least be addressed by those cities and counties who fall under the Phase I NPDES regulations for stormwater discharges. These regulations require "... that existing structural flood control devices be evaluated to determine if retrofitting he device to provide additional pollutant removal from stormwater is feasible." This paper addresses the questions and issues that arise in making this evaluation and presents a case study of one facility that was modified by the Urban Drainage and Flood Control District in Denver, Colorado.
