This paper describes the design requirements, approach, development and performance of a Highly Reactive VolatilernOrganic Compounds (HRVOC) analyzer. It was configured to comply with United States Environmental ProtectionrnAgency (USEPA) regulations under the Federal Clean Air Act of 1970. For cooling towers, water sampling and processingrnare the major design drivers. The detector selection had to be suitable for Method Detection Limits (MDL) no higher thanrn10 ppbw. Although of equal applicability for flare HRVOC monitoring, this discussion deals with regulatory requirementsrnand their implementation for continuous HRVOC monitoring of cooling tower water.
