Analysis on the Differences of Tendering Behavior Between Public and Private Project in China Nanjing

摘要

Based on a survey on China's Nanjing construction market, it is found that there are some differences about the tenderee's behavior between public and private investment projects: " ' Public Invitation to Bid and Synthesis Bid Evaluation Method' are usually used in public projects, but ' Invitation to Bid by Request and lowest bid method' are usually used in private projects". Why are there differences between public and private investment project in bidding format > bid evaluation method and their combinations? The answers are not self-evident. Perhaps many factors will have an influence on the tenderee's behaviors, but the paper find that credit deficiency and property right distortion are the key factors which result in the difference between public and private investment project The influence mechanism is analyzed in the paper.
