Reliability Services Measurement in a Free Market Environment

摘要

FERC required unbundling of Ancillary Servi8ces when opening the Wholesale Electric Markets. Preliminary definitions were included in the FERC Pro Forma Tariff. NERC is supporting work to learn more about these services. This work is reviewed highlighting improvements and remaining weaknesses including the continued acceptance of uplift. A prediction of the eventual list of services that consolidates definitions while enabling users to participate effectively in the market concludes the paper.
