In China, large-scale coal thermal power plants have been built hurriedly in response to the rapid growth of the electric power demand. For newly constructed large-scale power plant, high degree of automation, improvement of operability, and reinforcement of abnormality management are required. Supervisory control system is required to include high-efficiency operation support system and power plant business management support system.rnUnder this circumstance, Shanghai Waigaoqiao Phase II project, the largest single power generation unit in China 900MWx2, has employed the newly developed integrated supervisory and control system, Hitachi Integrated Autonomous Control System, HIACS-5000M, and started the commercial operation in 2004. Waigaoqiao project consists of several portions: turbine island supplied by SIEMENS, boiler island supplied by ALSTOM, BOP (Balance of Plant) island supplied by various manufacturers and I&C (Instrumentation and Control) island supplied by HITACHI. The I&C island consists of DCS (Distributed Control System): HIACS-5000M, SIS (Supervisory Information System), MIS (Management Information System), and the plant simulator. DCS is used for each units and common part, and SIS, MIS, and the plant simulator are for operation support, for business management support, and for education support. In order to realize the above-mentioned requirements, various new technologies are applied in DCS. RTB (Remote Terminal Block) is used for the connection between DCS and the field, so the number of cable and construction cost has significantly decreased. The standard MODBUS interfaces are used for the connection between DCS and PLCs used in BOP and others, the supervising and operations in the central control room have been improved. HITACHI'S experience for the super critical pressure plant control is used for the control technology, so the response to the demand of the electric power system has been improved. For the provision against the abnormality of the plant equipments and the electric power system, thernrunback and FCB (Fast Cut Back) functions are applied, which were verified in the commission test.rnEspecially, the FCB function met with the first success in China. It leads to the improvement ofrnreinforcement for the abnormality of the electric power system.rnBoth schedules of unit 1 and unit 2 of Shanghai Waigaoqiao Phase II project were moved up, and theyrnstarted the commercial operations on April 2004 and on September 2004 after long-term reliabilityrntests.
