The Brazos River Harbor Navigation District, also known as Port Freeport, Texas, commissioned TranSystems Corporation to develop a long range (20 year) port wide master plan for the development of the Port’s facilities. This project consisted of a three element master planning effort. Element I, Business Strategy was developed to guide the master planning team in a market driven direction. The results provided in this report were developed from the results of the market potential identified in Element I. Element II, Multi-Modal Facility Master Plan was developed using the findings from the Element I results. Because Element III, Port Wide Master Plan of the project included results from Elements I & II, this manuscript concentrates on the Element III analysis and results. rn Following TranSystems’ standard land use master planning methodology, the following tasks were performed and are described below: rn1. EXISTING CONDITIONS – Review and evaluation of the Port’s current infrastructure and facility conditions. An analysis of existing operations and throughput capacity was also performed. rn2. ENVIRONMENTAL ASSESSMENT – For long range land use planning, it was necessary to perform a wetlands delineation and threatened and endangered species assessment to identify potential land that may need to be mitigated. rn3. NEEDS ASSESSMENT – Working off the results of the throughput capacity analysis and cargo forecast provided in the Element I – Business Strategy report, a summary of land use needs was developed. rn4. ALTERNATIVE DEVELOPMENT PLANS – With the environmental issues evaluated and the land use needs identified, the next step in the planning process was to create a series of alternative development plans. Three alternative plans were created for each of the three development scenarios. rn5. RECOMMENDED DEVELOPMENT PLAN – Using a weighted matrix evaluation, each of the alternative plans were subjectively evaluated. The highest scoring alternative was recommended for development. rn6. CAPITAL IMPROVEMENT PLAN – A conceptual development schedule and development cost estimate was created to guide the future development of the recommended plan.
