Pier 4 is a reinforced concrete structure built in 1943. The pier had provided sixty years of service life – having undergone numerous cycles of concrete repair to address corrosion of the reinforcing steel. The structural refurbishment process discussed in this paper uses conventional concrete repair techniques for the corrosion damage on the piles and pile caps. The damaged concrete superstructure (deck and longitudinal stringers) is abandoned “in-place” and was used as a form for a new reinforced concrete deck designed as a one-way slab spanning between pile caps, with the old deck considered “sacrificial”. This paper will describe the field investigation, repair options, design issues, construction methodology and economic benefits of using the “new-deck” approach for the refurbishment of aging pier structures.
