Recent interest in the field of system of systemsrnengineering has spawned the need for an approach tornobjectively evaluate the current state of the system.rnEstablishing the current system state is essential forrndetermining what, if any, interventions/changesrnpositively or negatively affect the system. Essentially,rnthe evaluation of a system of systems is a measure ofrnseveral objective values of the individual sub-systemsrnin the larger super-system. Current thinking shows thatrnoptimizing each of the sub-systems will not lead to anrnoptimal super-system. Because it is difficult to create arnmeasure of the effectiveness of the individual subsystemsrnand the super-system, what is needed is arnmeasure that allows the system to be measured againstrnitself in relative terms. The paper proposes using therndesirability function developed by Derringer and Suichrn(1980) as a means to evaluate each of sub-systems asrnwell as the super-system simultaneously for thernpurpose of optimal resource allocation.
