This paper describes how to enable diverse enterpriserncustomers for voice-data switch to achieve inrnconfiguration a balance among users, features, andrnperceived reliability subject to extremes of traffic. Thernanalysis entailed the simulation of the voice-datarnswitch with embedded priority system, generation ofrnlatency times for various configurations andrntransaction traffic rates, and the development of arnframework and theoretical propositions forrnconfiguration of super-saturated systems. It was shownrnthat the concept of tolerance levels defined in the riskrnof extreme events can be applied for embedded priorityrnsystems and was the basis for the application of thernzone-configuration evaluation diagram.
