摘要

For many communities throughout the U.S., a healthy Main Street is one of the key components to economic vitality.rnIn communities where tourism is a key driver of the local economy, like waterfront communities, stakes can be higherrnbecause traffic circulation is often pinched by the waterfront. Due to traffic circulation, such communities share arnunique challenge when rehabilitating their aging water infrastructure. They must do so carefully, with little disruptionrnto the local businesses and the weekend activities that drive Main Street’s economy.rnThis paper shares best practices for completing water main rehabilitations in high-stakes circumstances whererninterruptions to Main Street activities must be minimized. The paper’s findings are based on experiences rehabilitatingrnthe water main beneath the Main Street and adjacent downtown streets in the City of Hastings, Minn. – a historic 150-rnyear-old tourist destination located near the confluence of the Mississippi and St. Croix Rivers.rnSpecifically, this paper explores how low-impact structural cured-in-place pipe lining was used for pipe rehabilitation, rnin conjunction with a variety of other strategic solutions, without disrupting the City’s popular Main Street events.rnLessons learned will be applicable to communities around the country looking to make sustainable water infrastructurernimprovements at significant cost savings without interrupting important economic activities.
