Training and learning through the process of implementing a work organization intervention in office/computer work

A longitudinal study of the implementation of a participatory work organization intervention among a group of office workers in a large public agency was conducted to examine the effects of the process and content of the intervention on both direct participants (Project Team (PT) members) and indirect participants (non-Project Team (non-PT) members) over time. Questionnaires were completed by all employees at three different times. Interviews were conducted among PT members only, after implementation of the intervention. Interview results suggested positive changes in participation in decision-making, communication, feedback and learning for both the PT and non-PT groups. However, work demands increased. Non-PTs were not directly involved in the participatory intervention process, but they seemed to experience "spill over" effects, through interaction with PTs and the process itself. Due to larger work environment factors, the questionnaire was generally unable to detect changes. Results suggest the need for intervention research to focus at the global, work system level and for the development of methodologies and measures to examine the participatory learning process and the diffusion of learning.
