A well-developed, comprehensive emergency response plan with a procedure detailing thernrequirements and responsibilities for an incident response to an odorant release will help tornefficiently and effectively manage an incident and minimize the impact of an odorant release tornpersonnel and the community, the environment, and equipment. A plan or mitigation strategyrnfor an incident may be formulated based upon a classification of the odorant release taking intornaccount two key variables – 1) the volume of the release and 2) the population density of thernsurrounding area. A matrix structured from the volume of the release and the population densityrnwill yield release classifications as minor, moderate, or major. Although not all inclusive, arndeveloped set of guidelines for a mitigation strategy based on the classification of an odorantrnrelease may serve as a framework or starting point for the development of site specificrnemergency response procedures. Additional key contributors to an effective emergency responsernmay include:rn1) the establishment of key relationships with local emergency planning officials;rn2) prior arrangements and agreements with outside resources;rn3) readily available emergency response equipment at odorant storage facilities;rn4) and comprehensive training and drills for company personnel and contractors.
