THE PRESENT STATUS OF THE SOIL ENVIRONMENT IN RUSSIA

The current situation is that a critical qualitative condition of soil and land resources in Russia still exists (1). The main reasons for the continued existence of this situation are: (a), the lack of juridical rights and laws to promote environmentally safe use of various soil types as well as the failure of farms to use land in a sustainable way, mainly for socio-economic reasons; (b), the unbalanced nature of agricultural investment policy, as well as decision making in agriculture from the top - down; (c), the lack of a privatisation mechanism in agriculture, and the low development of land cadastral systems; (d), the lack of coordination between research results and their practical implementation, as well as the low level of soil quality assessment.
