Most of the previous work to develop decontaminating agents for Chemical Warfare (CW) agents has focused militarily important scenarios and on hydrolysis as the principal reaction. This work explores other mechanisms and focuses on the decontamination of civilian facilities that have been subjected to a terrorist incident involving either chemical or biological agents and which will, of necessity, be reoccupied for long periods of time without protective equipment. With the emphasis on civilian facilities mere are certain characteristics that will be required of any decontaminating reagent. Such materials should: a. Be relatively non corrosive, b. Have only environmentally acceptable residues, c. Be effective against a wide variety of both chemical and biological agents, d. Allow maximum contact time on irregular and non horizontal surfaces, e. Have relatively short reaction times, f. Be relatively inexpensive, and g. Be easily applied.
