Overall, the workgroup advocates risk assessment as a science-informed tool for environmental management decisions. Stakeholder involvement is a key element of the process, in part because value judgements are inherent to the analysis, but also because uncertainty and its treatment are of critical import in risk assessment. Other key elements are also considered in the proposed conceptual framework that incorporates stakeholders, sources of uncertainty, and options in a multi-attribute value model for the environmental risk management decision process. Experiences of workgroup participants reflect the key role of stakeholders in successful incorporation of risk assessment in environmental management decisions.
