Coastal zone management in Montenegro

Montenegro has approximately 300km of coastline that belongs to the 6 coastal local administrative units. Narrow land strip and thernterritorial sea has been declared an area of special importance ‐ public maritime domain, by a special law, and in 1992, the PublicrnEnterprise for Coastal Zone Management has been formed by the Parliament of Montenegro to protect, manage and improve the use ofrnthe coastal zone. The most valuable resources of the coast are the beaches that are organized, managed and controlled by thisrnEnterprise. The monitoring of the bathing water quality at the beaches is also carried out by this Enterprise since 1995. Over the past 20rnyears, this enterprise developed a successful practice of the public‐private cooperation that created the steady increase of the budgetrnthat is, in accordance with the law, reinvested into the coast mainly for the maintenance and development of the coastal and marinerninfrastructure The successful management of the Montenegrin coast has been recognized at the international level as an efficient andrnsustainable model of coastal management as on the operational level. The ongoing development of the Coastal Area Spatial Plan andrndrafting of the new Coastal Zone Law will introduce the mechanisms of the integrated coastal zone management and allow for therntransformation of the Public Enterprise into an Agency that will play the key role in the implementation of these mechanisms.
