Sustainable coastal development in Montenegro

The Coastal Area Management Programme (CAMP) for Montenegro is being implemented jointly by the Mediterranean Action Planrn(MAP) and the Montenegrin Ministry of Sustainable Development and Tourism (MSDT), with the involvement of local selfgovernmentsrnin the project area and other relevant institutions. The CAMP projects supported by MAP promote the IntegratedrnCoastal Zone Management (ICZM) as a tool to ensure that a variety of human activities in the coastal zones are co-ordinated andrnmanaged to achieve sustainability goals. The CAMP project in Montenegro is tailor-made around the implementation of thernProtocol on Integrated Coastal Zone Management in the Mediterranean (ICZM Protocol), the seventh Protocol of the BarcelonarnConvention and a unique supra-national legal instrument requiring the integration of the ICZM principles into national legal systems.rnThe paper is going to present the most important CAMP activities providing support to Montenegro in the implementation of thernICZM Protocol, mainly through the creation of necessary mechanisms that can help achieve a sustainable coastal development,rnpromotion of an integrated and participatory planning in the coastal zone, as well as development of national and local capacitiesrnfor ICZM. A particular focus would be in giving support to MSDT in the preparation of a Coastal Area Spatial Plan (CASP) thoughrnproviding objective arguments for sustainable planning decisions; namely, through the utilization of vulnerability and suitabilityrnassessments, the CAMP project would identify natural areas where further construction should be avoided, zones where immediaternrehabilitation measures are necessary, as well as zones suitable for the implementation of selected activities. In addition, thernproject would contribute to the rationalization of future (spatial) planning costs, mainly through providing support in therndevelopment of the coastal database.
