Sustainable coastal development in Montenegro

The Coastal Area Management Programme (CAMP) for Montenegro is being implemented jointly by the Mediterranean Action Plan (MAP) and the Montenegrin Ministry of Sustainable Development and Tourism (MSDT), with the involvement of local selfgovernments in the project area and other relevant institutions. The CAMP projects supported by MAP promote the Integrated Coastal Zone Management (ICZM) as a tool to ensure that a variety of human activities in the coastal zones are co-ordinated and managed to achieve sustainability goals. The CAMP project in Montenegro is tailor-made around the implementation of the Protocol on Integrated Coastal Zone Management in the Mediterranean (ICZM Protocol), the seventh Protocol of the Barcelona Convention and a unique supra-national legal instrument requiring the integration of the ICZM principles into national legal systems. The paper is going to present the most important CAMP activities providing support to Montenegro in the implementation of the ICZM Protocol, mainly through the creation of necessary mechanisms that can help achieve a sustainable coastal development, promotion of an integrated and participatory planning in the coastal zone, as well as development of national and local capacities for ICZM. A particular focus would be in giving support to MSDT in the preparation of a Coastal Area Spatial Plan (CASP) though providing objective arguments for sustainable planning decisions; namely, through the utilization of vulnerability and suitability assessments, the CAMP project would identify natural areas where further construction should be avoided, zones where immediate rehabilitation measures are necessary, as well as zones suitable for the implementation of selected activities. In addition, the project would contribute to the rationalization of future (spatial) planning costs, mainly through providing support in the development of the coastal database.
