Kansas City, Missouri Green Stormwater Infrastructure Manual — Building the Tools

The City of Kansas City, Missouri's Smart Sewer Program is integrating green stormwater infrastructure (GSI) implementation as part of a comprehensive approach to reducing combined sewer overflows. The approach evolved under the City's Overflow Control Plan, managed by the City's Smart Sewers program. The City's goal is to define the path and develop the tools to holistically manage the City's infrastructure and redevelop the City's urban landscape to achieve both regulatory objectives and provide multiple benefits to the community. Over the past decade, the City has designed and constructed numerous GSI projects across multiple City departments. While the projects have been mostly successful, the need for more consistent and holistic design and construction guidelines and criteria became apparent, as well as general education tools for the community on the basics of stormwater and GSI. The City is evaluating lessons learned, collaborating interdepartmentally, and rethinking stormwater design criteria policy to identify GSI opportunities and necessary implementation tools.
