INTRODUCTION OF MEDICAL MOBILE OPERATIONAND SIGNAL CONTROL SYSTEMS (M-MOCS)

Chiba Prefectural Police Headquarters have been promoting an advanced overall trafficcontrol system based on different subsystems (e.g., AMIS) constructed as one of ITS.Recently, together with several institutions concerned, the Prefectural Police havedeveloped and deployed M-MOCS, which is an integrated system of Fast EmergencyVehicle Preemption Systems (FAST) controlling green signals to give priority toemergency vehicles passing through intersections and Mobile Operation ControlSystems (MOCS) informing medical institutions of the vehicle location data. TheM-MOCS is able to shorten time required to take emergency patients to a medicalinstitution while providing information on estimated arrival time of the patients for theinstitution. The M-MOCS is aimed at improving survival rate of people, includingvictims of traffic accidents, and relieving the injured of suffering owing to theaforementioned two capabilities.
