Integrating Sustainability Issues into Public-Private Partnership Business Model

Public-Private Partnership (PPP) has become an important option to deliver public services and infrastructure. Consequently a new approach to PPP business model is needed to integrate sustainability issues to satisfy the conflicting interests of multiple stakeholders. This paper, is based on review and synthesis of literature, presents the concept of sustainability and PPP business model, the key drivers for integrating sustainability issues into PPP and the key sustainability practices that needs to be integrated into PPP initiatives. The paper concludes that integrating sustainability issues into PPP business model is a complex process. Notably, organisations lack of understanding of the concept of sustainability and its objectives has become a blockage in integrating sustainability issues into PPP initiatives. Four key drivers for integrating sustainability issues into PPP business model have been identified. They are: operations costs reduction and responsible investment attraction, reputation enhancement, Government regulation/legislation, and stakeholders' pressure. In addition, six key sustainability initiatives could be integrated into PPP business model to gain competitive advantage which are identified as waste reduction initiative(s), carbon emissions reduction initiative(s), resources efficiency initiative(s), community engagement initiative(s), employee well-being initiative(s), and sustainable procurement initiative(s).
