The Analysis about the Post-Evaluation Mechanism on Railway Passenger Dedicated Line Construction Project

Recent years, Chinese government invests much money in railway passenger dedicated line (PDL) projects to improve people's travelling situation and promote regional economic development. However, post-evaluation mechanism has not been carried out in these construction projects. This article firstly analyses the realistic meanings of carrying out the post-evaluation on the PDL construction projects: concluding the construction experiences and establishing a post supervision mechanism on the projects to improve the levels of decision-making and construction management. Secondly, the problems such as lack of relative management department and systems, limited practical experiences which exist in the application of post-evaluation in railway department are studied. Finally, the article suggests that the railway department should establish post-evaluation systems and management department, regulate the “management implementation” system, establish evaluation feedback mechanism and organize large-scale training to promote the application of postevaluation in PDL construction projects. This study also has great academic and realistic meanings to guide the post-evaluation practice and improve the levels of decision-making and construction management efficiency in other government investment construction projects.
