The Study of Urban Mass Transit Owner’s Organizational Structure Based on Strategic Planning and the Theory of Project-Oriented Company

More and more cities have begun the construction of urban mass transit (UMT) with the urbanization of China. As the investment subject of UMT, the owners play a central role in the construction process of urban mass transit. Meanwhile, as a separate legal entity , the owner's living condition depends largely on the success of the project. This paper, from the corporate strategy angle, combining with the theory of project-oriented company, analyzed the organizational structure of the owner of UMT, and proposed the principles of organizational structure designing. According the principles, a company's organizational structure was redesigned. At last, according to the entropy theory, the new structure was evaluated and the result showed that the ordered degree of the new structure is increased.
