摘要

Starting with a case of bid tender evaluation on a private real estate project, this paper discussed whether a private real estate project need supervision of tender-evaluation and whether it differ from the state-owed investment project in the process of bid tender evaluation. Then this paper presented the focus on which the government administrations examined in the tender documents as well as the main content of tender supervision. Moreover, on the basis of clarifying the rights and obligations of evaluation experts, this paper analyzed the experts’ behavior. Finally, this paper had also explored the issues to make the evidence with the improper actions that the tender and some bidders or only some bidders mutually made an agreement to raise or lower the bids.
