Solving Critical Military Battery Industrial Base Challenges with Title III: A User's Perspective

Mr. Keith DeVries will be discussing the applicability of Defense Production Act (DPA) Title III authorities to solve industrial base issues associated with energy storage devices (batteries) required for military applications. Though many military applications can use commercially available batteries/battery cells other applications such as missile, space and submarine main storage batteries have requirements that lead to unique battery designs and usage profiles. When the industrial base is unable to provide cost effective solutions to meeting those unique National Security requirements program offices should consider Title III authorities as an effective alternative to augment their efforts in solving those industrial base issues. Through the development of a set of programmatic and technical plans incorporating resources from the DoD Program Office(s), Title III and cost share by the vendors, solutions can be developed that meet national security requirements and improve profitability of the vendors. This presentation will discuss, from a program office perspective, how to engage the Title III process to solve military battery challenges.
