Application and Study on ABS Financing Pattern in the Construction of Special Passenger Transport Railway Line

Now,the huge capital gap becomes the biggest problem that the great-leap-forward development of passenger traffic railway line is faced with,so active approach of various financing channels will offer more options for investment of social capital in railway,and is necessary and urgent for the development that promotes the railway line for passenger traffic special.The paper tried best to introduce the ABS financing pattern into the construction of the passenger traffic railway line,first of all demonstrated and proved the feasibility and the advantage of ABS financing pattern for passenger traffic railway line,and on this foundation put forward the specific scheme on ABS financing pattern,including the goal asset selection,design of assets pool the establishment and the operation mode of SPV,credit enhancement and credit grading etc.,give an example of ABS financing financial analysis for special Harbin-Dalian passenger transport railway line.Finally,put forward the suggestions for adoption of ABS financing.
