On the basis of the relevant prescription in the latest code about the compensation and reallocation to farmers who lost the land in China, the paper discusses various existing compensation and reallocation ways, it expounds and proves the necessity of improving social security and multiple channels employment support to the farmers who lost the land; and it analyzes the existing problems, including the incomplete rights and interests toward the land and property, insufficient on the social security, unequal on the participation in democracy; as well as the reasons of causing relevant troubles, such as dual structure of the partition in the town and country, the value orientation on its own position of the government profits, the absent place of village basic level organization agent, a certain number of defects on existing land commandeering system, etc; through making clear the principle of justice and fairness, opening and transparency, the people rights highest, improving the relevant institution and policy, conforming the governmental act and strengthening the organization and system construction on the committee of village people and so on, it establishes the foundation of optimizing compensation and reallocation to farmers who lost the land; take example for some place of Shenyang, on the premise of basically guaranteeing the living level of the farmers who lost the land not descend, according to the annual production value multiple method, it proves the total cost of compensation and reallocation is according to the 36 times calculating standard (the value of output for every acre is 3000 yuan annually), and then gives useful direction in the expropriation compensation.
