The topic of outcome-based codes has been gaining m prominence and momentum in the energy codes world. Even though there is often confusion about what the term actually means, it is already being introduced into policy. In this way, the early success of the concept could be its undoing. An under-developed or poorly founded implementation could significantly hinder the widespread adoption of the concept. Therefore, there is a need to take a step back and look at the concept of outcome-based codes and offer some definitions of the terms, identify the components involved and take a look at what are the reasonable next steps.
