According to several experts, in realities of digital revolution one can see the shift “from high-tech technologies to high-hume ones”. In the age of post-industrialism such things like level of education, professionalism, learnability, creativity, intellectual abilities are the most crucial and significant qualities of an industrial worker ("blue-collars"). In the XXI century the intensiveness of human capital's reproduction defines the level of country's development, and for Russia it is also the opportunity for rebuilding its global image - one of the leading scientific and technological countries in the world.
