Reliability allocation is one of the most critical tasks in the reliability design of complex system, whose allocation results directly affect the product quality and the robustness of the complex system. In the system design phase and the project demonstration phase, the feasibility-of-objectives (FOO) technique is usually used for reliability allocation. This paper proposes a reliability allocation method based on expert knowledge and FOO technique. Because experts are subjective and hesitant when making decisions, the hesitant fuzzy linguistic term sets are introduced in the expert scores, and the expert opinion consistency weights and experience weights are taken into account when summarizing the expert scores. In order to make the proposed method suitable for the reliability allocation of complex systems, this paper combines the FOO technique and the analytical method. First, the model structure such as series and non-series connection is determined. Then, the FOO method is used for reliability allocation in the series structure, analytical method is used for reliability allocation in the non-series structure. We take a production system as an example to illustrate its application. The comparison between the allocation result obtained by the method proposed in this paper and that obtained by the traditional FOO techniques shows that the proposed method is effective.
