Cloud terminology is one the most used and utilized resource or computing in today's modern world. Almost all the computing capabilities are adopted and the applications are deployed into cloud for ease of access and for the concept of pay as per use. Again under these scenarios performance and scheduling the resources will be a challenging task as the user's demand and request. Therefore it is better to increase the software response time by using scheduling algorithms that could increase the processing capability of the queries that is been given by the customer and this in turn would reduce the response time for processing the request by SaaS providers. With growing technology the need to acquire them increases the demand relatively. In terms of challenges specifically, resource allocation and penalty cost that is laid against the resources are the major concerns. This paper brings out an approach that schedules the list of non-usable VM's which could prioritize the work based on queries of the customer. Service level agreement based issues for multi-tier application in SaaS limitations are also considered in this paper as a major contribution. The proposed model for increasing the Customer satisfaction level (CSL) imposes and reduces the penalty cost and increases the quality of delivery on resources that are leased by the users. Users lease or rent the resources allocated by the cloud service providers, the theoretical model increase the response time and quality of service provided by the resources providers. Finally to achieve these measurable metrics to provide increased CSL high priority algorithm is employed.
