Together with the eruption of the crisis in Kosovo the governing elite in Bulgaria became aware of the necessity to build up a new information system for collection and processing of data coming from different institutions in the field of security. Its major objective was to ensure adequate reaction and political decision-making in response to the emerging political and military crisis close to Bulgaria's national territory. In order to prepare this article previous publications of the author have been used. The author has also applied the methodology of political analysis and has made an attempt to generalize certain experience from the distance of time.
