A general approach to the organization and cargo flows management in regional multimodal transport and technological systems is developed. It has the features of multiagent, if we consider participants in the transportation process as agents. In this work, these agents are the client (consignor, cargo owner), carrier, infrastructure owner, operator company (rolling stock owner), as well as the contractor for reconstruction of transport infrastructure facilities. The general methodological basis when setting the multi-criteria optimization problem (with temporary objective functions, in this case) are the main principles of egalitarianism and utilitarianism used in the welfare theory. In the developed optimization algorithm, along with transport components, the production component is also considered. In the optimization process, indicators which take into account the implementation of reconstruction work on the railway loop sections are used. The object of research is a part of the loop North-Caucasian Railway, which serves as a transport platform for a developed market of export grain transportation to the ports of the Azov-Black Sea basin. Computational procedures implementing the developed optimization algorithms are performed in the Maxima environment.
