摘要

According to the status of the implementation of PPP projects and the application of VFM in China, this paper proposes a VFM model to quantitatively evaluate the appropriateness of the PPP financing model and the specific mode of operation. According to the VFM model proposed in this paper, the public sector comparative value (PSC value) and the present value of the government's net cost in the whole life cycle are calculated respectively from the PPP project of urban rail transit (PPP value), then the value of the VFM is calculated. According to the evaluation results, it is possible to determine whether the urban rail transit construction project is suitable for adopting PPP mode. Taking the Taiyuan Metro Line 2 as an example, the VFM model is used to analyze and discuss the project, which proves the feasibility and applicability of the VFM model.
